RRO Scope & Responsibilities
As the Registered Roof Observer on this US Army metal roof replacement, Rhino Roofing LLC provided independent, on-site quality assurance — verifying that the installing contractor's work met federal specifications at every stage across all four buildings. Our role was oversight and documentation, not installation.
What our RRO role covered
- Attended the pre-construction meeting and reviewed technical submittals and shop drawings for spec compliance
- Inventoried on-site materials against the contract specifications before installation
- Filed daily and weekly observation reports documenting weather, crew, work performed, and squares completed
- Photographed every phase of the work — tear-off, deck prep, insulation, membrane, flashing, and sheet metal
- Performed continuous quality-control review and flagged deficiencies to the contracting officer for correction
- Delivered a close-out summary report with warranty documentation
Result
- Federal Spec Compliance: Documented that the installing contractor's work met US Army specifications across all four buildings.
- Daily Documentation: Complete written and photographic record of every phase of the 40,000 SF project.
- Independent Oversight: Government-recognized RRO protecting the owner's investment.
